1/4 teaspoon salt
For the Filling:
200 grams ground chicken or pork (or plant-based meat for a vegetarian option)
1/2 cup finely chopped shrimp (optional)
1/2 cup Napa cabbage, finely chopped
1/4 cup shredded carrots
2 green onions, finely sliced
1 teaspoon grated ginger
2 cloves garlic, minced
1 tablespoon soy sauce
1 teaspoon sesame oil
1/2 teaspoon white pepper
1 teaspoon cornstarch
For Cooking:
2 tablespoons vegetable oil
1/4 cup water
For the Dipping Sauce:
2 tablespoons soy sauce
1 tablespoon rice vinegar
1 teaspoon sesame oil
1 teaspoon chili oil or chili flakes (optional)
1/2 teaspoon sugar
1 teaspoon finely chopped garlic
1 teaspoon finely chopped green onions
Instructions
Step 1: Prepare the Dough
In a large mixing bowl, combine flour and salt.
Gradually pour in hot water while stirring with a fork or chopsticks until a shaggy dough forms.
Knead the dough on a lightly floured surface for about 8-10 minutes until it becomes smooth and elastic.
Cover the dough with a damp cloth and let it rest for 30 minutes.
Step 2: Make the Filling
In a bowl, mix ground meat, shrimp (if using), and vegetables.
Add ginger, garlic, soy sauce, sesame oil, white pepper, and cornstarch. Mix thoroughly until the ingredients are well combined.
Refrigerate the filling while preparing the wrappers.
Step 3: Shape the Dumplings

Divide the rested dough into small portions and roll each into a thin circle about 3 inches in diameter.
Place a teaspoon of filling in the center of each wrapper.
Fold the wrapper in half, pinching the edges together to seal and pleat for a decorative finish.
Ensure there are no air pockets and the edges are tightly sealed.
Step 4: Cook the Kuotie
Heat 1 tablespoon of vegetable oil in a non-stick skillet over medium heat.
Arrange the dumplings in the skillet with the flat side down, making sure they don’t touch each other.
Cook for 2-3 minutes until the bottoms are golden brown.
Add 1/4 cup of water to the skillet and immediately cover with a lid. Let the dumplings steam for 5-7 minutes until the water evaporates.
Remove the lid and cook for another minute to crisp up the bottoms.
Transfer the dumplings to a plate.
Step 5: Make the Dipping Sauce
In a small bowl, combine soy sauce, rice vinegar, sesame oil, chili oil (if desired), sugar, garlic, and green onions.
Stir until the sugar dissolves. Adjust the seasoning to taste.
Serving Suggestions
Serve the Kuotie hot with the dipping sauce on the side. Garnish with sesame seeds and fresh herbs like cilantro for an extra touch of flavor and presentation.
